Method
1.Bring the water, cloves, cinnamon stick, cardamom, peppercorns, tea and sugar to the boil in a small saucepan on high. Set aside for 5 minutes to brew.
2.Strain. Discard the solids. Place the tea in a clean saucepan with milk. Bring to a simmer. Divide among the serving glasses. Top with ground cinnamon.
